Can I get highlights over my semi permanent hair color?

My hair is light blonde and about a month ago I put semi permanent hair color in which was a Carmel brown it has started to fade and I can see some blonde coming through, but I want to get highlights now should I wait or does anyone know if it would be ok. Thanx for any advice
