Rescue dog with abandonment issues, tearing my brothers house up when he leaves for even a little while.Help!?

He's in love with the dog. We are dog people, seriously and with all of our hearts. It's really hurting my brother's heart in a big way. If you have some sound advice, we are all ears. Our hearts are breaking!
