Is this comment racist, quote from the show Entourage?

while he's driving down the road (while talking on cell) he hollers out: "Is that the way they drive in Tiananmen Square, beeotch?" Sounds a little racist to me...obviously he's bagging on an asian person. What if a white guy made a comment something along the lines about monkeys on a porch...would it not be the same?
